The second hack targeted the computers of the Electoral Commission during the 2021-2022 period, also believed to be orchestrated by a hacker group associated with the Chinese government.
The U.S. Department of the Treasury identified APT31 as the Wuhan Xiaoruizhi Science and Technology Company, Limited, or Wuhan XRZ, a company allegedly backed by the Chinese government. They stated that this group has targeted U.S. agencies multiple times, leading to their inclusion on the list of sanctioned companies. Additionally, a reward has been offered for the capture of 7 individuals linked to this group.
