European Council requests data on algorithmic content recommendation systems of YouTube, Snapchat, TikTok to assess addictiveness.

The European Commission has issued a directive under the Digital Services Act (DSA) requiring major video platforms such as YouTube, Snapchat, and TikTok to provide various parameters used to recommend content to users. This is to ensure risk mitigation in various areas such as influencing election outcomes, platform addiction, and protection of minors.

The DSA grants the European Commission authority to regulate very large online platforms (VLOPs), including the stipulation that these platforms must be transparent in their advertising recommendations, content suggestions, and content moderation decisions. This legal enforcement process includes disclosure of information to the Commission, granting researchers access to platform data, and allowing users the option to disable recommendation algorithms. Failure to comply or delayed responses may result in fines.

The deadline for responding to this information request by the Commission is November 15th.
