Xbox Cloud Gaming has announced its support for playing games that we own ourselves. Since its launch several years ago, Xbox Cloud Gaming has only supported games in the Game Pass library as determined by Microsoft. If we purchase games outside of these libraries to play on our console, we will not be able to play them through the cloud at all. This has been a longstanding demand from players, and Microsoft has finally agreed to allow it.
Initially, Microsoft allows playing around 50 games through the cloud and plans to expand the number of games in the future. Some notable games that can be played through the cloud include Assassin’s Creed Mirage, Baldur’s Gate 3, Cyberpunk 2077, Dragon Quest III HD-2D Remake, Final Fantasy XIV Online, Hades, Hogwarts Legacy, Star Wars Outlaws, NBA 2K25, and more.
Playing our own games through the cloud is currently only supported on smart TVs, smartphones, PCs, and tablets, but not on Xbox consoles, which will be added next year.

TLDR: Xbox Cloud Gaming now supports playing games that we own, expanding beyond Game Pass titles, with the promise of more games in the future.
