Emergency Alert System (CBS) Launched by Ministry of Digital Economy and Society and AIS to Notify Critical Incidents and Disasters via Mobile Phones

The collaboration between กสทช. and AIS has introduced the Cell Broadcast Service (CBS) through mobile phones, providing immediate emergency alerts specific to critical incidents in a designated area, connecting to the central command center of the government sector to notify all mobile devices within the affected area in cases of violence, shootings, and natural disasters.

AIS explains that CBS differs from regular SMS as it delivers notifications as text and images directly on the screen without the need to open, ensuring visibility even when users have silenced their phones or are in sleep mode, except when the device is turned off.

The Cell Broadcast Service (CBS) consists of two components: Cell Broadcast Entities (CBE) and Cell Broadcast Center (CBC). CBE is managed by the central command center of the government sector to define message content and areas for communication, comprising functions such as system management, message communication management, and approval verification. CBC is maintained by the network service provider, delivering message content from CBC to designated stations to notify all mobile devices in the area.

There are two types of CBS messages: Earthquake and Tsunami Warning System (ETWS) and Commercial Mobile Alert System (CMAS), tailored to specific situations and capable of pre-designing message formats and selecting locations for immediate alerts in emergency situations.

ETWS notifies of disasters such as earthquakes or tsunamis through sound alerts, voice notifications, and relevant images. CMAS alerts for severe incidents or missing children through text messages, providing a more diverse notification method compared to ETWS.

กสทช. and AIS mention that the CBS system is currently undergoing coordination with relevant agencies to prepare for its launch expected by the end of this year.
