European Commission to Investigate Telegram for Potentially Underreporting User Numbers to Avoid Regulatory Oversight

The European Commission (EC) has disclosed that they are preparing to investigate Telegram further for possible misreporting of user numbers in the European region. Within the European Union lies the Digital Services Act (DSA), which stipulates that online platforms of significant size must adhere to additional regulations. The condition is having more than 45 million accounts, with the latest report from Telegram to the EC stating a total of 41 million accounts. However, the EC has yet to confirm whether this number is lower than the actual count. Nevertheless, Telegram has not provided the user count to the EC in the past month, indicating fewer than 45 million accounts, prompting the EC to consider further investigation.

Prior to this, Telegram stated after CEO Pavel Durov’s arrest in France, confirming the company’s compliance with digital laws. However, should Telegram surpass the threshold of 45 million accounts, falling into the category of a large platform, additional actions and collaboration with state agencies for investigations may be required.
