CBEs select the areas to be notified based on the parameters of cell sites provided by operators and transmit the notifications to all network providers through the Cell Broadcast Center (CBC).
According to the DE Ministry, the Cell Broadcast system will be fully operational in some areas in the second quarter of 2025, and smartphones supporting emergency notification systems must be Android 11 or iOS 10 and above.
