Dario Amodei, CEO of Anthorpic and developer of large-scale language models, Claude, has released a statement expressing concerns with the draft legislation SB 1047, the latest version of the law that has faced heavy opposition from figures like Andrew Ng and OpenAI.
This legislation proposes to regulate artificial intelligence with development costs exceeding $100 million or fine-tuning costs exceeding $10 million, as well as when combining with other software systems, posing a risk of significant harm exceeding $500 million. It mandates security checks and public disclosure of sensor secret trade secrets.
Previous drafts even suggested setting up a committee to oversee the development of AI models but later withdrew.
Andrew Ng argues that attempting to control such “tools” that can be applied in various ways is a barrier to innovation, as developers of open-source models cannot predict how their models may be used, similar to how the inventor of the electric motor cannot control whether it will be used for cars or GPS navigation.
Renowned AI researcher Fei Fei Li also opposes this legislation, stating that it could harm small AI companies and researchers.
