Upgrade to Fedora Linux Version 40 with Enhanced Atomic Desktop Interface and Introduction of PyTorch Package

Fedora Linux version 40 comes with the following new features:

– GNOME 46
– KDE Plasma 6
– Fedora Atomic Desktops using the ostree package system that cannot be modified afterward
– PyTorch package included as default for the first time, currently only supporting CPU runtime but will add PyTorch tools in the future
– ROCm 6 package from AMD’s GPU camp included in the suite and will be compatible with PyTorch in the future
